简　　介

　　警察不懂法律（但自以为是），检查官不明法律（各人能力有别），结果逮到犯人，却控诉无效。根据美国法律（片中述明系美加州法律），若证据非法取得，应判无效，且所得任何证据，今后不得再行采用。

　　  史蒂芬是个年轻的优秀法官，他依法判案（实际上是怕判决被上诉法庭驳回），只得将罪犯当庭释放。但一而再，再而三，眼看法律不够完善（法律只是条文，各条之间皆为漏洞），累累令不法分子逍遥法外，残害百姓，史蒂芬深感良心不安。

　　  后史蒂芬愤而参加一个「地下审判团」之组织，由九位德高望重之法官、非法地主持迟来的正义（象征对法律丧失信念）。不幸，史蒂芬在主持一案时，地下法庭也发生误判（暗示无绝对正义可言），要处死两个“罪犯”（由某一职业杀手集团，分别执行。由于安全考虑，命令一旦发出，就不可能收回）。

　　  史蒂芬不顾老法官劝阻，想方设法要营救两个罪犯。却又发现两人虽于他案罪不至死，但其恶性重大，不可原宥。而两人见行迹败露，一意要杀史蒂芬以灭口。

　　  最后，史蒂芬被一警官所救，二人在室外偷听地下法庭的审讯过程（二人皆对法律失去信念、皆为执法人员。揭发地下法庭斯乃职责，而其职责又有违良知，是两难也）。高明之处，本片戛然而止，留下无尽的省思。
